 Project Description

On January 2003, the Council for Development and Reconstruction (CDR) awarded Associated Consulting Engineers (ACE) the Contracts 1 and 2 of the Second Phase for engineering services and design for the Upgrading of Beirut City Services.

The first Contract includes the rehabilitation of the Beirut Coastal Corniche starting from St. Georges Hotel all the way south to the Ramlet El Bayda with all assoicated infrastructure utility services. It is of major function within Beirut roads network serving the traffic flowing within or through the capital and its prominence is mainly attributed to the touristic role of the area overlooking this street and forming the main sea front of the city.

The second contract includes the design of 400m tunnel on Saeb Salam Boulevard with the rehabilitation of this major road and upgrading many other existing streets located in the heart of the City of Beirut with all associated infrastructure utility services.

The objective of the project is to address the urgent need to improve and rehabilitate sections of Beirut City’s infrastructure (storm water drainage, sewerage, water network, etc.), asphalt, sidewalks and street amenities such as lighting, landscaping, road marking and traffic signing and other urban furniture elements important to the good functioning and the aesthetics of the Capital’s streets and public right of ways.

The urge to upgrade the city services arises from the deterioration due to age, congestion and maintenance deficiency accumulated over the years of consumption of the existing systems in addition to the unavailabality of  some systems.

 Consultancy Services

The services include the following main tasks:

  •  A detailed survey was carried out for each of the streets within the project boundary in order to serve as a basis for a preliminary design.
  •  Preperation of Tender Packages to allow the awarding of construction contracts in the shortest delays possible.
  •  To coordinate with different stakeholders and concerned  authorities to get their input in what concerns solutions to problems related to their field of operations.
  •  To coordinate with other consultants having carried out projects in relation with the present project in order to benefit from their previous and ongoing studies.
